The BaseTimeZoneOffset type exposes the following members.

| OffsetFrom | This property specifies the offset which is in use prior to this time zone observance. |
| OffsetTo | This property specifies the offset which is in use in this time zone observance. |
| RecurringRule | Recurring rule of this time zone offset. |
| Start | This property specifies when the time zone offset begins (Always converted to local time without the "TZID" property parameter). |
